Addestino defines telecommunication roadmap and launches successful RFP for public tender process

Situation

A public transportation company historically relied on a specific infrastructure provider to provide them with a telephony and connectivity managed service, which resulted in a cost-inefficient setup without SLAs to guarantee quality or availability. As part of a larger strategic project, the customer aimed to migrate to their own solution for fixed telephony in order to become more independent. The CIO requested Addestino to analyze the company’s needs, to assess possible solutions and to write an RFP to evaluate potential suppliers.

Challenge

There was an urgency to migrate because decommissioning certain end-of-life components would result in insufficient capacity and the current solution was not compatible with the ongoing introduction of teleworking. On top of that, the public tender process is prone to litigation after the contract has been awarded to a supplier, meaning that a solid evaluation methodology is required to avoid fines or worse.

Solution

At first, a thorough analysis was undertaken to fully understand the user, technological and financial dimensions. This allowed a deep insight into the current tools and user interactions, the infrastructure components and their interconnection, budgetary breakdowns, etc. Using this knowledge, we designed three divergent solutions, each with their own multi-dimensional assessment of cost impact, technical feasibility, ease of migration, etc. Based on customer feedback, we then merged these into one best solution and aligned it with the technological state-of-the-art.

Impact & results

Our consultants created a detailed business case and wrote an extensive RFP. This RFP included functional and technical needs, supporting processes, SLAs with a penalty mechanism and a quality evaluation and financial simulation model. In addition to that, a phased migration approach was defined, taking different user profiles and devices types into account.
